How do I sequence MIDI CC values?

I would like to sequence synth and effect parameters outside of Tidal in time with the rhythms I'm making there.

If your question is how to use MIDI from Tidal to control synthesizers, then you will need to install something called tidal-midi. Instructions on how to install it, and a brief tutorial, are available here:

Once you've installed tidal-midi and connected it to your MIDI device (let's say it's "m1") you can create note patterns:

m1 $ note "0 3 7 5"

By default, tidal-midi can send standard "mod wheel" messages over MIDI CC 1:

m1 $ note "0 3 7 5" |=| modwheel "0 0.3 0.5 0.7"

Your synth may or may not have a mod wheel control.

If you have a synthesizer with other parameters that can be controlled via MIDI CC, then you can create your own custom tidal-midimodule with new parameters that map to your synth's MIDI CC values. As of this answer, there lacks a good tutorial for how to do this (there is a page, but it is out of date). However, you can reference a working example:
